Hawaii has matched its international entry policy with the federal policy for air travelers, which took effect on November 8, 2021, and requires overseas newcomers to be completely vaccinated with a negative Covid-19 test result.

Since December 6, all inbound overseas travelers aged 2 and above, regardless of immunization status, have been obliged to test within one day of departure for the United States. This has no bearing on internal travel.

Domestic travelers who have been properly vaccinated for Covid-19 in the United States are no longer required to undergo pre-travel testing or quarantine in Hawaii.

Who is eligible to go?

With extremely few exceptions, unvaccinated foreign visitors are no longer permitted as of November 8. Unvaccinated youngsters aged 17 and under are one of the exclusions. Regardless of immunization status, Americans are still permitted to visit Hawaii.

What are the constraints?

International passengers 18 and older must be completely vaccinated before entering the United States, and all travelers 2 and older must take a test before traveling to Hawaii. Travelers from the United States and its territories who opt out of the state’s Safe Travels program must quarantine for five days or the length of their visit, whichever comes first. Travelers from the United States and its territories who are fully vaccinated are not required to undergo pre-travel testing or quarantine before entering Hawaii. Before leaving, the immunization record must be uploaded to Safe Travels and printed. When arriving in Hawaii, the traveler must have a hard copy on hand.

What visitors can expect?

Limits on social meetings, restaurants, pubs, gyms, and other such establishments were relaxed statewide on December 1. County governments may set their own limitations in the future. The statewide indoor mask requirement is still in place. Businesses can function at full capacity, however, all indoor fitness facilities and all indoor and outdoor businesses serving food or beverage must wear masks and provide proof of immunization or negative test results. Restaurants, bars, gyms, and indoor athletic events can operate at full capacity, but guests aged 12 and up must show proof of complete immunization or a negative Covid-19 test result.
